Education: Bachelor of Arts in Political Science, cum laude, Louisiana State University,1984; Bachelor of Arts in
Art History, cum laude, Louisiana State University,1985; J.D., Southern University, magna cum laude, 1988.
Patrick was born in Alexandria, Louisiana on March 6, 1962, and was admitted to the Bar in 1988. He served as Staff Attorney
to the Louisiana Commissioner of Financial Institutions from 1988 to 1990, and as General Counsel to the Louisiana Commissioner
of Securities from 1990 to 1992. Patrick is experienced and knowledgeable in all aspects of securities law and regulations,
and has advised and counseled numerous clients in the requisite disclosures for public and private offerings of debt and equity.
Patrick is an experienced advocate in NASD arbitrations involving customer disputes against brokers and broker-dealers, and
often serves as a securities arbitrator for NASD's Dispute Resolution. He has extensive experience in corporate and banking
law, and has represented clients in negotiated, as well as hostile, takeovers. Patrick is adept at drafting legislation and
has testified on bills before the various committees of the state legislature. He has also been involved in various aspects
of public finance, having served as issuer's counsel, underwriter's counsel and bond counsel. Patrick is admitted to practice
before all courts in the State of Louisiana, as well as the U.S. District Court, Eastern, Western and Middle Districts of
Louisiana, the U.S. Court of Appeals, Fifth Circuit, and the U.S. Court of International Trade. Professional activities include
memberships in the Louisiana State Bar Association and the National Association of Bond Lawyers.
